Remote Application of Local Buy
When you live in a small community on the western side of Cape York, the local airstrip is a vital link to the rest of the world. The airstrip allows delivery of mail and essential supplies, potentially lifesaving medical services, as well as education and employment opportunities.
Mapoon Aboriginal Shire Council recently utilised Local Buy’s BUS242 Civil Works arrangement to appoint a construction contractor for a multi-million-dollar project to upgrade the Mapoon Airstrip & Thunguu Road. The work includes runway extension stabilising and sealing, lighting, emergency power generators and new fencing at the aerodrome, and improved road access from the town, ensuring residents remain better connected to the essential services they need. Funding for the project was provided through the Federal Government’s Remote Airstrip Upgrade Program and Queensland Governments ATSI TIDS and TCICA funding program.
Tom Smith is the Works Manager at Mapoon Aboriginal Shire Council. Tom says his Council used the Local Buy BUS242 arrangement because it was an effective, time efficient alternative to a traditional tender process. The Council retains control of project documentation, construction contracts, and supplier selection and can nominate local sub-contractors if necessary.

The council has obtained contract advice and assistance during the project planning phases from Local Buy’s Client Relationship Manager for North Queensland Emma Peters.
