From 1995 to November 2001, prior to Local Buy’s establishment, the Local Government Association of Queensland (LGAQ) operated a program called CAPS (Contracts and Purchasing Services) which provided councils and government entities with the option of using contractual arrangements that had been created through a full tendered process.
It was resolved to transform the CAPS program into a separate corporate entity that would provide an all-encompassing procurement service for councils and government entities. That corporate entity is Local Buy Pty Ltd.
Local Buy is a company that was established in 2001 to provide comprehensive, value adding procurement services to councils and government entities. The company is a commercial entity that is wholly owned by the LGAQ. Local Buy’s core business is the creation of contractual arrangements for goods and services that are used by councils and government entities, aggregating the demand for these goods and services to achieve better pricing and conditions, and eliminating the need for councils and government entities to establish their own supply contracts.
