Local Buy helps alleviate the need for open market tenders by managing the procurement compliance burden on behalf of all Local Government agencies.

All Local Buy arrangements are compliant with the Local Government Regulations 2012 and Local Government Act 2009 and provide Local Government entities with the assurance that all suppliers are vetted and compliant based on a comprehensive tender, evaluation and approval process.

Purchasing through a Local Buy prequalified supply arrangement negates the need for Councils to go through the formal tender process.  There is also no financial minimum or maximum spend applicable within the arrangements

Advertising and Media Services | BUS 260

This arrangement provides Queensland councils and approved purchasers with access to a wide range of campaign and non-campaign advertising and media services, delivered by six pre-qualified suppliers.

It provides a streamlined procurement process, allowing purchasers to obtain competitive pricing from competent, reliable local suppliers though a select Request for Quote, rather than an open tender for engagement of any value, resulting in significant time and cost savings.

The following service mediums are offered under this arrangement and cover metropolitan, regional and suburban newspapers:

  • Print
  • Online/digital/ social
  • Outdoor - billboards, transit, retail
  • Media Monitoring
  • Letter box distribution
  • Radio / Cinema
  • Television (campaign only)

Media planning and buying services includes:

  • Strategic media plans; formulation and presentation from a brief / costs
  • Booking approved schedules for all media
  • Surveillance of all media bookings
  • Invoicing of booked media plans

Non-campaign advertising is predominantly classified-

based, however it may also extend to other areas of the newspaper of publication, and can include the following type of advertisements:

  • Recruitment opportunities
  • Education course and/or enrolment details
  • Auction or sale or goods or property
  • Tenders and expressions of interest
  • Public, legal and statutory notices
  • Emergency notices (power supply disruption, road closures etc)
  • Special announcements, e.g. electoral notices.
