Currently when councils engage with a Local Buy Supplier, the key indicator that the supplier is being engaged through Local Buy is the reference to the Local Buy contract name and number on a purchase order. However, this method is not fool proof and occasionally the officer responsible for the procurement of goods and services may forget to include a reference to Local Buy. This technically means they are not purchasing through a Local Buy contract and could be non-compliant with the Local Government Regulation.
The Contract Participation Form allows council to “Opt-In” to contracts they nominate.
For example, if a council always purchased concrete products through Local Buy they could sign a Contract Participation Form for our Pipes, Pumps & Concrete Products arrangement to inform the suppliers on that contract that every purchase from their council is through the Local Buy contract even if it is not referred to on the purchase order. This makes it much easier for council to engage and easy for the supplier to record purchases for their quarterly return.
Local Buy contacts all suppliers and ensures they are aware of which councils have signed Contract Participation Forms and that any purchases moving forwards are through Local Buy and at Local Buy rates.
