    Description

    The LB308 contract provides Queensland, Northern Territory and Tasmanian councils access to a broad range of ICT Solutions, Products, Services and New Technologies. The streamlined procurement process allows councils to access competitive pricing from competent, reliable suppliers through Pricing Schedules and Request for Quote options rather than an open tender for engagement of any value, resulting in significant time and cost savings.

    The range of products and services are under the following categories: 

    Category

    Elements of indicative services per category including but not limited to:

    Hardware 

    Hardware includes desktops, laptops, tablets, monitors, peripherals and other ICT hardware devices.

    Networking hardware include networking hardware and appliances, servers, storage and switches.

    Computer peripherals include multifunction devices, network printers, photocopiers including installation and configuration services, all consumables (e.g., toner, ink, drums, fuser kits, waste toner bottles and maintenance options etc.) relocation, decommissioning, reconfiguration, equipment disposal, upgrades, training, etc.

    Hardware services include associated services such as installation, decommissioning, commissioning, and maintenance of hardware solutions, general handsets and hardware leasing.

    Software & Licensing 

    Software & Licensing are applications and programs that enable you to perform certain specific tasks on your computer. They include ‘off the shelf’ non customised software, insights and finance software, subscription-based software and licensing (excluding Microsoft), volume based software and licensing (excluding Microsoft).

    Automation & Virtual Reality/Augmented Reality

    Automation is technology that creates repeatable instructions and processes to replace or reduce human interaction with IT systems. Automation software operates within the confines of those instructions, tools, and frameworks to carry out the tasks with little to no human intervention. Examples include bots, chat-bots and robots. 

    Virtual reality (VR) is the use of computer technology to create a simulated environment which can be explored in 360 degrees. It uses VR headsets or closed head-mounted displays to completely insulate and transpose the user to an alternative. Examples include simulated emergency response/safety training software, virtual reality headsets, building design software.

    Augmented reality (AR) is technology that allows to show digital information on top of the real-world image shown through any smartphone's camera. Examples include remote installation, maintenance and repair software, marketing visualisation applications.

    Cloud or virtual infrastructure including delivery of computing services—including servers, storage, databases, networking, software, analytics and intelligence that is delivered across or accessed via a network or the internet. It may also include components such as virtual servers, virtual networks (switches, routers, firewalls etc.), virtual storage, virtual computers etc.

    Infrastructure as a Service (IaaS) provides maximum flexibility when it comes to hosting custom-built apps, as well as a providing a general data centre for data storage.

    (PaaS)

    Platform as a Service (PaaS) is usually built on top of an IaaS platform to reduce the need for system administration. It focuses on app development instead of infrastructure management. 

    Data Intelligence & Management 

    Data intelligence are programmable solutions that act on data, e.g., artificial intelligence, data aggregation, business artificial intelligence, data insights, data migrations, consolidations, data quality, data process rules, database mapping across multiple databases, data sources etc. 

    Data management includes data centres, data storage and data analytics solutions.

    Business Systems  

    Business systems are software that can be used by purchasers to better manage various business functions, e.g., financial systems, electronic document and records management (EDRM) systems, customer relationship management (CRM) systems, contract management systems (CMS) etc.

    Cyber Security

    Cyber security includes threat management, security information and event management, vulnerability management, secure application services (SAS), data loss prevention, intrusion prevention systems (IPS), mobile security, firewall management, cloud CASB security, endpoint security, database security, penetration testing, multifactor authentication, identity and access management (IDM), incident response and security software.

    General Security Systems

    General security systems include CCTV, building monitoring, visual display boards. It also includes CCTV product, supply, install and monitoring services. It also includes enterprise physical security platforms that combine smart security cameras, (internet of things) sensors and integrations with third party solutions.

    Consultancy/ICT Professional Services

    ICT consultancy/ICT professional services are services of professionals appointed to perform expert tasks deliver on a statement of works related to ICT. ICT consultants can advise on the design, structure, and efficiency of ICT systems in organisations or on specific project.

    Examples are technical planning, business planning, solution design & development, strategy development, enterprise & solution architecture, project delivery and change management, data management and integration, smart analytics, visualisation and business intelligence, customer relationship management, cloud/infrastructure support services, project delivery as a service, digital product design, digital branding, user interface and user experience design. Also included are advisory services for application and web development/design and implementation.

    Managed Services 

    ICT managed services are services where a supplier provides a business or ICT capability to an agreed level of performance. Managed services include ICT infrastructure management services, network management services, middleware services, collaboration services, ICT helpdesk/support services etc. 

    Compliance Enforcement, Monitoring and Utilities Management

    Compliance enforcement includes parking enforcement, parking sensors, number plate recognition (NPR), car parking enforcement systems and services and car parking meters. It also includes infringement management as a service.

    Utilities management includes ICT solutions for waste management on and in trucks, waste sensors, weighbridge software, energy management devices and ICT solutions for utilities.

    Compliance Enforcement, Monitoring – Transport and Vehicles

    Transport & logistics include navigational trackers, accessibility maps, fatigue and distraction detection, fleet management and inspection, vehicle tracking systems, electronic work diaries, fleet insights, transport management software, GPS asset tracking.

    Drones/unmanned vehicles are used for surveying and response monitoring, e.g., sharks in beach areas, natural emergencies such as fires and storms, bridge and infrastructure inspection, pool fence inspection, mapping etc.

    Emerging Technologies

    Emerging technologies are a range of emerging technologies forecast to change and improve many fundamental tasks and interactions in the coming years, including how we work, travel, and communicate with each other. Technologies such as artificial intelligence, blockchain and quantum computing present significant opportunities for people, businesses, and the broader economy.

    This includes, but is not limited to, AI technologies that can solve problems and perform tasks to achieve defined objectives without explicit human guidance.

    It also includes the blockchain platform that records, verifies, and stores transactions shared across a network of computers according to an agreed set of rules. Blockchain services might focus on financial transactions, government services, or tracing product history.

    It also includes The Internet of Things (IoT) which refers to the increasing use of sensors to record things such as sound, touch, movement, temperature, and even chemical composition. These are used to automatically collect data about people, the environment and objects and transmit this information over the Internet (includes wearables).

    Digital Health – Medical (including Aged Care)

    Digital Health includes a range of technologies that can be used to treat patients and collect and share a person's health information, including mobile health and applications, electronic health records, telehealth and telemedicine, wearable devices, robotics and artificial intelligence. It also includes key integrated electronic medical record services.

    Educational and Childcare Related ICT

    Educational and childcare software related ICT are products registered to transact with both the Child Care Subsidy System (CCSS) and Inclusion Support Management System (ISMS).

    The educational sub-category includes day-care accounting software, childcare management software, billing and accounting software and childcare & preschool software programs.

    The childcare subcategory includes e-learning, creativity and communication software and tools, interactive stories, simulated environments, educational computer games, programmable toys and ‘control’ technologies.

    Description

    This arrangement is intended to provide councils in Queensland, Tasmania, Victoria and the Northern Territory with continued effective access to telecomunication services.

    The range of products and services available consists of two major groupings of Telecommunication Services:

    • Core Telecommunications
    • Ancillary Services

    Each major grouping contains a number of Categories, detailed as follows:

    Core Telecommunications

    • Fixed Voice Services – Base capability that provides day-to-day voice communications, including a range of typical telephony features & functions. Examples include PSTN/ISDN, IP Telephony, & associated CPE.
    • Mobile Services – Base capability that provides data and voice communications to and from mobile devices. Examples include services and capability that support mobile phones, smart devices, & mobile data devices & products.
    • Satellite Services – Equipment and services providing satellite data access from fixed locations. Examples include building / ground-mounted satellite data services, including related hardware.
    • Data Services – Fixed Data Services provide a private network connection for customer fixed sites to enable communication between sites, and the internet. The delivery mechanism can be via fixed or wireless technology. Can include IoT device network carriage.
    • Equipment & Supply Services- Any infrastructure or end-point devices that will operate in or across the core categories of Fixed Voice, Mobile Services, and Data Services. Examples can include mobile devices & accessories, customer premise equipment such as modems & routers, end-point telephony devices.

    Ancillary Services

    • Managed WAN / SD-WAN - Technologies solutions and services for managing network infrastructure that connects to a Core Telecommunication carrier WAN.
    • Wi-Fi (LAN) - Infrastructure required to deliver wireless services within a corporate LAN environment. This is to encompass Access Points, Controllers and associated management applications.
    • Radio - All licensed and non-licensed point to point radio.
    • Broadcast Wi-Fi - Infrastructure to support public Wi-Fi deployment for Council and associated bodies. This includes all associated hardware such as towers, antennae, controllers and associated Wi-Fi applications.
    • Call / Contact Centre Technologies - solutions and services for call centre business units that are deemed a key customer interaction channel between a Council and public that interacts in their jurisdiction.
    • Enterprise Telephony & Unified Communications - Advanced capability that includes all voice and video features and functions and advanced services such as messaging, presence and collaboration.
    • Conferencing Services - Enhanced capability allowing the delivery of video, web and telephony conference solutions and services to a range of internal and external users and room-based devices. Includes implementation of Smart Meeting room solutions (whiteboard, data shows, etc).
    • Mobile Device Management - Advanced platforms and services that enable effective management of mobile devices (phones, laptops, tablets etc).
    • Enterprise Messaging Systems - Advanced Messaging communication solutions and services to support and manage customer campaigns.
    • Cloud Services (Victoria Only) – consultancy services providing advice on how to best migrate & establish cloud services, including IaaS, PaaS, and similar services.
    • Project & Other Services - the supply of consulting services that are related to the acquisition, deployment or usage of other telecommunication products and services
