The Crime and Corruption Commission has recently identified low value procurement as one of the areas of greatest risk for the Queensland public sector. They note, “corruption and integrity risks can be higher for goods and services that are relatively low in financial value because low-value items may be subject to a lower level of scrutiny, even though they are purchased more frequently.”
For Queensland Local Governments it has historically been cost prohibitive to ensure third-party probity oversight of low value procurement processes. Adam Ozdowski (IAMA accredited Probity Services provider) is Local Buy’s Director & Chief Legal Officer. Adam was one of the first seven probity services providers accredited in Australia by the Institute of Arbitrators and Mediators Australia (now Resolution Institute). Adam is a qualified Solicitor in both Australia and England and specialises in procurement law.
Michael Byrne is one of Local Buy’s senior Probity specialists. He is an accomplished Probity and Procurement Executive with over 40 years’ experience in the private and public sectors. Michael was formally Chief Internal Auditor and Chief Procurement Officer at Brisbane City Council (BCC).
John Lee is a senior commercial, contracts and procurement professional and logistician. His previous roles have included Manager Procurement Governance at BCC and Senior Director of Procurement and Contract Management at Queensland Health.
Owen West has extensive senior procurement experience, having been Chief Procurement Officer of MIM Holdings, a large global mining group, plus Chief Procurement Officer of Powerlink Queensland, the electricity transmission organization in Queensland. Owen also worked within the Strategic Procurement Office at BCC.
