Debbie Spann brings over 25 years’ experience leading and delivering complex infrastructure, procurement, grant funding and community development initiatives across both the private construction sector and the public sector, including senior roles within local government and regional organisations such as Sunshine Coast Council, Moreton Bay Regional Council, and the Moreton Bay Region Area Consultative Committee (now RDA).
Debbie has led and managed high-performing, multidisciplinary teams, and is recognised for building strong cultures focused on collaboration, accountability and results.
Debbie has built extensive and trusted networks across Federal, State and South East Queensland local government, and is highly regarded for her ability to align procurement, commercial strategy, grant funding and stakeholder outcomes. She has played a key role in supporting councils and organisations to identify, secure and manage grant-funded programs and projects that deliver strong value and community impact.
She brings deep experience working on complex construction and infrastructure contracts, including DBOM (Design, Build, Operate and Maintain) models, Expressions of Interest (EOI) processes, and the application of the Australian Standards contract suites (AS2124 and AS4000) and internation bespoke contracts. This gives Debbie a strong practical understanding of risk allocation, commercial frameworks and end-to-end contract management.
In addition to her public sector career, Debbie brings commercial experience from a high-growth Silicon Valley technology start-up, where she was involved during the scale-up phase from approximately $4 million in revenue to a multi-billion-dollar global business. This experience provides her with a strong commercial lens and a deep understanding of how to support businesses to grow, scale and perform in competitive markets.
As a former Small Business Field Officer, Debbie has worked closely with local and regional businesses to identify growth opportunities, build capability and create sustainable economic outcomes. Her experience spans major infrastructure projects, procurement, governance and operations, including managing incorporated associations, facilitating AGMs, and working closely with Boards and executive stakeholders.
At Local Buy, Debbie leverages her deep sector knowledge, procurement, contract and grant funding expertise, commercial acumen and leadership experience to help councils and suppliers achieve stronger outcomes, improved value for money and long-term impact.
