Construction procurement just got easier - our refreshed Construction Contract Suite gives councils and approved buyers access to professionally drafted templates, updated Guidance Notes and practical tools designed to support confident, consistent and cost-effective project delivery.

We are pleased to announce the release of a refreshed Construction Contract Suite, developed in collaboration with Norton Rose Fulbright Australia, together with updated Guidance Notes, designed to support councils and other approved buyers in delivering construction projects with greater confidence and consistency.

The updated suite provides buyers with access to a comprehensive library of construction contract templates across Local Buy's four construction Arrangements:

  • LB313 – Road & General Civil Construction
  • LB314 – Water, Sewerage & Stormwater Infrastructure
  • LB329 – Building & Construction – Commercial Construction & Fitout (inc. Demolition)
  • LB331 – Building & Construction – Residential

Each Arrangement includes Major Works, Medium Works and Minor Works contract templates, enabling councils and other approved buyers to select a contract that is appropriately aligned to the value, complexity and risk profile of their project.

This consistent approach ensures buyers have access to a fit-for-purpose contractual framework regardless of whether they are procuring road and civil infrastructure, water and sewerage infrastructure, commercial construction works or residential construction projects.

High quality construction contracts at no cost to buyers

Developed in collaboration with Norton Rose Fulbright Australia and tailored specifically for Local Buy's construction Arrangements, the suite gives buyers access to professionally drafted contracts and supporting guidance materials that would otherwise require significant investment to develop, review and maintain independently.

Rather than spending valuable time and budget on creating bespoke contract documentation or amending Australian Standard contracts, councils can leverage Local Buy's market-tested contract suite to streamline procurement, reduce legal costs, improve consistency and access contemporary contractual protections designed to address today's construction challenges. With ongoing updates to reflect legislative change and evolving industry practices, the suite continues to deliver value across the Queensland and Northern Territory local government sectors.

A practical response to market conditions

The construction sector continues to experience fluctuating input costs, with volatility in fuel prices, materials and broader supply chains creating challenges for both contractors and principals. In response to these ongoing market conditions, Local Buy has expanded its suite of supplementary guidance notes to include a number of new precedent clauses addressing contemporary procurement and contract management issues.

Of particular interest is the introduction of robust “rise and fall” precedent clauses, which have been included within the updated Guidance Notes. These clauses provide a structured mechanism for adjusting payments where there are significant changes in the cost of labour, fuel, bitumen and other specified materials during the lifecycle of a project.

At a time when many infrastructure and construction projects continue to be affected by pricing uncertainty, these provisions offer buyers and contractors greater transparency and certainty regarding the management of cost fluctuations.

More than just contract templates

The refreshed Construction Contract Suite is supported by comprehensive Guidance Notes that serve as a practical reference for councils and approved buyers throughout the procurement and contract management lifecycle. The Guidance Notes provide users with an overview of Local Buy's construction Arrangements and the associated contract templates, while also offering practical tools, guidance materials and precedent clauses to assist buyers in selecting, implementing and administering contracts. Together, these resources help councils tailor contractual Arrangements to the size, complexity and risk profile of each project, supporting informed procurement decisions and effective project delivery.

Local Buy has also developed a Contract Selection Matrix, designed to assist councils in selecting the most appropriate contract template based on the size, complexity and risk profile of the proposed project. By guiding buyers towards the contract structure that best aligns with project risks, the matrix helps promote more informed procurement decisions, greater contractual consistency and improved project outcomes.

Together with practical tools such as contract checklists, template guidance, optional clause banks and precedent clauses, the Guidance Notes provide councils with a comprehensive framework for managing construction procurements with confidence and consistency.

Supporting Queensland and Northern Territory buyers

As a value-added service for Queensland and Northern Territory local governments and other approved buyers, Local Buy's Construction Contract Suite has been developed to provide accessible, contemporary and commercially practical contract documentation. The consistent structure across all four construction Arrangements allows buyers to become familiar with a common set of contractual principles and processes, reducing procurement complexity and improving efficiency.

Whether delivering road infrastructure, water and sewerage assets, commercial facilities or residential projects, buyers can now access an enhanced suite of contract documentation backed by practical guidance and contemporary precedent clauses designed to address today's construction challenges.

Access the latest resources

The latest versions of the Construction Contract Suite and Guidance Notes are available through Unimarket (powered by VendorPanel) or by contacting Local Buy directly. Buyers should ensure they are using the most current versions, as the documents are periodically updated to reflect legislative changes, industry developments and emerging market issues.
