Using Local Buy to engage a pre-qualified supplier saved both council and the supplier significant time and cost associated with procurement and contracting, while supporting legislative procurement requirements.

Fraser Coast Regional Council has delivered the ultimate place to play at Oleander Park in Kawungan, giving local families a refreshed, inclusive space with new places to ride, play and enjoy the outdoors.

Council worked with Local Buy Category Manager, Sebastian Del Rosso, to source the right pre-qualified supplier through the LB303 Sport and Recreational Facilities & Equipment Arrangement.

Using Local Buy Arrangements to procure this piece of community infrastructure enabled council to source the right supplier, ensure legislative requirements were met and save time in the procurement process.

“We worked with council to understand its needs for the playground project and identified the most appropriate Local Buy Arrangement, before short-listing capable suppliers to deliver the project from start to finish,” Mr Del Rosso said.

Local Buy General Manager, Glen Duff, highlighted how councils can leverage Local Buy Arrangements to streamline the procurement process.

“We're delighted to see council and its community's vision brought to life through a streamlined Local Buy procurement process, helping deliver lasting benefits and make the Fraser Coast region an even more attractive place to live and work,” Mr Duff said.

Fraser Coast Regional Councillor Sara Diana Faraj said the $448,000 upgrade had created a space that supports active play, learning and connection for the whole community.

“The upgrade includes contemporary play equipment, a shaded sand play area, a concrete bike track, a multi-use half court and an accessible car park,” Cr Faraj said.

“A key feature of the upgrade is the riding track, which gives children a safe space to build confidence on bikes, scooters and skates.

“This playground is an open, inclusive space where kids can learn new skills, stay active and have fun, while families can spend quality time together outdoors."

Cr Faraj said the final design reflected strong community support, with more than 80 per cent of respondents backing the preferred concept during consultation in 2025.

“More than 700 residents shared their ideas, and their feedback has helped shape the park we see today,” she said.

“It’s fantastic to see local children involved in the process as well, helping design a space that suits how they want to play and spend time outdoors.

“Projects like this show how council is continuing to invest in local parks to support active lifestyles, creativity and community connection.”

The upgrade aligns with the Fraser Coast Park Strategy 2041, which guides the planning and delivery of parks across the region.
