September Recap
The August Arrangement round saw a total of 1,007 tenders submitted.
For the Contracts Administration team, this meant September was dedicated to evaluating these applications. The process involves a detailed review of every submission, question by question, to ensure responses meet the Arrangement requirements, with clarifications issued where needed.
Each submission is made up of two sections. The first includes mandatory questions, which are evaluated by the Contracts Administration, Finance and Compliance, and Legal teams. The second section focuses on technical capability and is evaluated by our subject matter experts, namely, the Category Managers and external evaluators.
Dividing the evaluation across specialised teams ensures each part of the submission receives the time and attention to detail it deserves.
It took a village (and a few strong coffees), but teamwork truly made the dream work during September.
Disaster Management Arrangement
The new Disaster Recovery Management LB505 Arrangement was released for tender in September and received a total of 66 submissions.
This Arrangement will provide a streamlined framework for the coordination and management of disaster planning, preparation, response and recovery following the declaration of a natural disaster.

Retail Energy Arrangement
The Retail Energy, Electricity and Gas LB333 Arrangement was also released for tender in September and is still open, closing on the 7 October 2025 at 2.00pm (AEST).
This Arrangement is designed to provide a streamlined framework for the procurement of energy, both electricity and gas, to enable purchasers access to the best possible pricing.

Looking Ahead: What’s Next?
With evaluations coming to a close, our focus now shifts to the third month of our quarterly cycle; Appointment.
In October, the Contracts Administration team will begin notifying all suppliers who submitted a tender in the August round about the outcome of their submissions.
For successful suppliers, the team will build their profiles in our Customer Relationship Management (CRM) system and issue the all-important Confirmation of Acceptance.
From there, each supplier is invited to create their profile on VendorPanel. Setting up a supplier profile on VendorPanel is an extremely important step and allows council to find suppliers on an Arrangement. The Contracts Administration team then links all applicable categories and service locations to the supplier’s profile, and reviews and approves their compliance details.
Once all criteria have been met, the Contracts Administration team activates the supplier on VendorPanel.
They then work closely with our Finance department to ensure suppliers are promptly activated, making them visible and eligible to start receiving requests for quotes.
Once Appointments are complete, our focus will shift to the next round of tenders, opening on November 1st, and the fun will begin all over again!
