Through the trusted Local Buy LB331 Building and Construction – Residential Arrangement, Noosa Shire Council engaged Adapt Modular Homes under a Design and Construct contract to deliver a new amenities facility for Noosa Montessori School.

Awarded on 23 December 2025, the project was driven by the need to deliver a high-quality, fit-for-purpose solution within a compressed timeframe. Leveraging Local Buy Arrangements enabled council to engage an experienced pre-qualified supplier quickly and confidently, providing an efficient procurement pathway and supporting a collaborative design process from the outset.

The project involved the demolition and removal of the existing four-toilet modular amenities block and its aging fly-over roof, and replacing it with a contemporary, purpose-built facility. The new building includes five standard toilets, an ambulant toilet, and a fully compliant accessible toilet, complemented by a new fly-over roof structure that integrates seamlessly with the surrounding environment.

A key requirement was achieving a smooth interface with the school’s existing deck, including a no-step transition between the old and new structures to ensure safe, inclusive access for all users. The completed facility delivers a clean, modern and highly functional outcome that enhances the daily experience for students, staff and visitors.

Given the coastal location at Sunshine Beach, material selection was critical. The previous structure had shown signs of corrosion, so durability and resilience were prioritised. The new facility incorporates corrosion-resistant materials including Colourbond wall cladding, tiled flooring, a galvanised steel chassis, Laminex Aquapanel partitions, and stainless-steel fixtures and fittings to ensure longevity while maintaining a contemporary finish.

This project provides a strong example of what can be achieved when councils, Local Buy and pre-qualified suppliers work together to deliver community focused infrastructure. Local Buy Category Manager - Construction Roads and Engineering, Debbie Spann, commented that the project showcases the power of collaborative procurement and modern construction methods.

“The success of this project demonstrates the value of combining modular construction with a collaborative Design and Construct procurement model. Through Local Buy Arrangements, council was able to streamline procurement, reduce risk and work closely with the pre- qualified supplier from the earliest stages to deliver a safe, durable and visually appealing facility for the school community,” Ms Spann said.

For Noosa Council, the experience of working with Local Buy was highly positive. The Arrangement supported a streamlined process, reduced procurement risk and enabled early engagement with the supplier to refine the design and resolve challenges collaboratively. This approach was instrumental in expediting delivery while maintaining strong standards of quality, compliance and stakeholder outcomes.

Working with Adapt Modular Homes, Noosa Shire Council was able to deliver a durable, accessible and well-integrated facility within a tight timeframe, providing a strong example of efficient, collaborative project delivery in practice.

From contract award to installation on 10 April 2026, the project was delivered in just over three months. This outcome highlights the speed and efficiency achievable through modular construction when combined with a Design and Construct approach and a well-established procurement Arrangement such as Local Buy’s LB331 Building and Construction – Residential.
