VIEW OPEN ARRANGEMENTS

Local Buy Arrangements take the ‘heavy lifting’ out of the tender process for both councils and suppliers. Local Buy has the legislative right to establish Arrangements that are compliant with the Local Government Regulations 2012 and Local Government Act 2009.

We have done the hard work for you by negotiating contractual agreements. These apply to all procurement activities conducted under Local Buy Arrangements, saving you time negotiating lengthy commercial agreements and being subjected to supplier terms and conditions.

We have pre-qualified suppliers on more than 52 Arrangements so that councils and other organisations who leverage these arrangements, can access a range of goods and services through a quotation rather than a lengthy tender process saving you both time and money.

For suppliers, Local Buy Arrangements are a gateway to doing business with all 77 Queensland Councils through one tender application. We also offer verification fee exemptions for eligible Indigenous & small businesses, NFPs and social enterprises.

Our Arrangements open to new suppliers every three months allowing councils to better connect with suppliers in their local communities to establish frequent work opportunities.

Who uses Local Buy Arrangements?

  • All 77 QLD councils
  • Regional Organisations of Councils or ROCs
  • Government Owned Corporations (GOCs)
  • State Government Departments; Agencies and Statutory Authorities
  • Water and Port Authorities
  • Charities and Not-for-profit organisations
  • Universities and Schools
  • Tasmanian and Northern Territory councils (where participating in the contract); and
  • Large, privately owned, corporate entities (who have been approved to use the contracts).

*s234 (1) Regulations: A LG may enter into a contract for goods and services without first inviting written quotes or tenders if the contract is entered into under the LGA Arrangement.

An LGA Arrangement is an arrangement that has been entered into by either: 

LGAQ Ltd; or A company (an associated company) registered under the Corporations Act, if LGAQ is the only shareholder (s234(2)(a)(ii))

This fully funded solution which has been rolled out across Queensland councils connects them to local suppliers while significantly lowering the cost of doing business.

Low Verification Fees

Local Buy is a profit-for-purpose organisation owned 100% by the LGAQ with all profits going back to support the work of Local Government. Local Buy charges an annual Supplier Verification Fee and a monthly Contract Management Fee which is payable on all work received through the relevant Arrangement to suppliers to ensure that this support of Local Government can continue.

Open Every 3 months

Most Local Buy Arrangements open for tender every three months in February, May, August, and November. These tenders open at 12:00AM on the first of the month and close at 2:00PM on the last of the month. Local Buy is the FIRST and ONLY organisation to open tenders this frequently.

We Partner with

Local Buy works in partnership with other Local Government Associations. These partnerships enable suppliers on nominated arrangements to be engaged by Councils and other organisations in the Northern Territory and/or Tasmania in addition to Queensland.
