Local Buy is creating a new register of pre-qualified suppliers (RPQS) under an LGA Arrangement to supply a broad range of Heavy and Light Plant Machinery (LB345) including associated equipment, supporting the diverse needs of purchasers. The new Arrangement is replacing the two existing NPN2.15-2 Heavy Plant Machinery, and LB282 Tractors, Mowers and General Powered Equipment that expire on 30 September 2025. The new Arrangement (LB345) opened to public tender on 1 May 2025 and closes on Wednesday 12 June 2025.

This Arrangement streamlines procurement for purchasers in Queensland and the Northern Territory, ensuring easy access to goods and related services. It will offer a strong pool of national suppliers on a regional basis, promoting local industry while delivering competitive rates and robust contract terms.

The procurement and management of heavy and light plant machinery is critical for ensuring efficiency, cost-effectiveness, and operational success across industries such as construction, agriculture, mining, and infrastructure. Recognising the need for a streamlined and transparent acquisition process, many organisations and government bodies are adopting “Tendered Arrangements” for plant machinery equipment. These Arrangements aim to enhance competitiveness, ensure quality standards, and optimise budget allocations while reducing procurement delays. 

This Arrangement pursues the latest developments in the heavy and light plant machinery sector, highlighting key benefits such as improved supplier accountability, standardised equipment specifications, and long-term maintenance considerations. We will also examine the challenges stakeholders may face and best practices for navigating the quotation process effectively. Whether you are a fleet manager, procurement officer, or industry professional, understanding these evolving mechanisms can help secure the right equipment at the best value while maintaining compliance and operational excellence.

What are the categories and what is new in this Arrangement?

We have increased the categories and access to suppliers on this Arrangement for the betterment of our council and state government purchaser:

  • Earth Moving Equipment
  • Electric Heavy Plant Machinery (NEW)
  • Material Handling Equipment

Light Plant Machinery

  • Agricultural Tractors
  • Compressors & Generators
  • Electric Light Plant Machinery (NEW)
  • Elevated Work Platforms
  • General Powered Equipment
  • Landscaping, Ground Care and Maintenance Equipment (NEW)
  • Mowers
  • Other Equipment & Accessories
  • Utility Vehicles

In addition, a supplier can provide their Whole of Range equipment, Parts and Servicing, and the option to lease and purchase New and Used equipment.

We have worked with the industry to utilise the POWERSTATS Classification Definitions and Load Capacity Class to make the Price Schedule simpler to compare in the Heavy Machinery categories of Earthmoving and Compaction.

The initial term of this LGA Arrangement is six (6) years, commencing on 1 October 2025 and expiring on 30 September 2031. The Arrangement has three (3) optional extension periods of three (3) years, which may be exercised at Local Buy’s sole discretion. Suppliers successfully appointed to this LGA Arrangement through the tender process will remain in place for the duration of the Arrangement, including extension periods.

LB345 Heavy and Light Plant Machinery is now part of the Local Buy quarterly open round so new suppliers will have the opportunity to tender for the arrangement on a three monthly basis.
