In a significant move to simplify procurement and streamline project delivery across the construction industry we have released a comprehensive suite of bespoke construction contracts tailored to meet the diverse needs of various projects. These newly developed contract documents are part of the four key construction panel arrangements:

LB329 Building & Construction – Commercial Fit, Demolition and Asbestos Removal

LB331 Building & Construction – Residential

LB313 Road and General Civil Construction

LB314 Water, Sewerage & Stormwater Infrastructure

Designed with flexibility, clarity, and ease-of-use in mind, these contracts mark a major step forward in improving contract management for government sector projects alike. Notably, the entire suite of contracts is free to use for purchasers, offering a cost-effective and standardised approach to project delivery—while being crafted to ensure fairness and balanced risk allocation for all parties involved.

The new contract documents are specifically developed to support projects of varying complexity and scale, with contract options categorised as Minor, Medium, and Major. These options ensure that the contractual framework is proportionate to the size, risk, and requirements of the project.

Further increasing their versatility, each contract type is available in both Construction and Design & Construct (D&C) formats. This dual-option approach acknowledges the differing procurement strategies used across the industry and enables purchasers to select the most appropriate delivery method for their specific needs.

These contracts were developed in close collaboration with a leading construction law firm, and through extensive consultation with industry practitioners and government users. This collaborative process has ensured that the documents are not only legally robust, but also practical, fair, and aligned with the real-world needs of contractors, clients, and consultants alike.

The result is a set of contracts that promote transparency, balanced responsibilities, and equitable risk-sharing—minimising disputes and fostering stronger working relationships throughout the project lifecycle.

Although customised to align with sector-specific requirements, all contract documents share a common legal foundation and structure, reducing administrative overhead and simplifying procurement processes. This bespoke-standard approach strikes an important balance between flexibility and uniformity, offering:

  • Consistency across diverse project types
  • Clarity in expectations and obligations
  • Compliance with legal and policy requirements
  • Fairness in risk allocation, rights, and responsibilities

To further support users, the contracts come with comprehensive Guidance Notes, offering plain-language explanations, drafting guidance, and practical commentary to help project managers, legal advisors, and procurement officers tailor the contracts to their project specific needs.

Also included is a Contract Selection Matrix, a guide only, that helps users quickly identify the most appropriate contract, based on project size, risk, complexity, and delivery model. This supports informed, strategic procurement decisions, and promotes better project outcomes from the outset.

One of the most impactful features of these new contracts is their free availability to purchasers. By removing cost barriers and reducing legal complexity, Local Buy is making it easier for all stakeholders to access high-quality, fit-for-purpose contractual tools—regardless of project size or sector.

This initiative aligns with broader industry goals of streamlining procurement, increasing collaboration, and promoting transparency, while reducing disputes and administrative burden. An open feedback mechanism is also in place to ensure the contracts continue to evolve and improve based on real-world use, stakeholder input and industry updates.
